The Abu Dhabi “Louvre” and the PCA

Among recent international treaties, of note is the agreement between France and the United Arab Emirates relating to the Abu Dhabi universal museum (the “Abu Dhabi Louvre”).

This large scale cultural project is valued at € 700 million and will operate for several decades. The agreement addresses the licensing of the Louvre name, the provision of museum expertise by Louvre staff, and the rotational loan of artworks from French state collections to a new € 83 million Abu Dhabi facility designed by French architect Jean Nouvel. This unique France-UAE treaty, a landmark in international cultural collaboration, envisages that any disputes arising out of the agreement will be referred to arbitration under the UNCITRAL Arbitration Rules, and designates the Secretary-General of the PCA as the appointing authority.
