During an official visit to Singapore on September 10, 2007, the Secretary-General signed an agreement with the Deputy Prime Minister and Minister for Law, Professor S. Jayakumar, establishing a PCA Facility in Singapore. The Ministry of Law of Singapore issued a press release following the event. During the visit, the Secretary-General also met with the Senior Minister of State for Law, Professor Ho Peng Kee and the Senior Minister of State for Foreign Affairs, Dr. Balaji Sadasivan. 

This follows the agreement in April 2007 establishing a PCA Facility in Pretoria, South Africa, signed by the Secretary-General with the Foreign Minister, Dr. Nkosazana Dlamini Zuma.
